Updated information in the EU, Switzerland and the UK overview documents regarding the timing of COI issuing

Please note that following overview documents have been updated to ensure that both the CBs and the exporters are aware of their responsibilities regarding the timing of issuing the export certificate / COI under the equivalency arrangements:
